Chumba Casino LuckyLand Slots And Pulsz Among Social Casinos Named In Baltimore Gambling Lawsuit

Baltimore officials have launched a fresh legal attack on the sweepstakes-style “social casino” space, filing a lawsuit that names several major operators tied to casino-style online games—including Chumba Casino, LuckyLand Slots, and Pulsz.

The complaint was filed in the Circuit Court for Baltimore City by the mayor and city council, alongside the Baltimore City Law Department and the law firm DiCello Levitt. At the center of the case is an allegation that these platforms operate illegal online gambling in practice, while presenting themselves publicly as “free” or “social” entertainment.

Baltimore targets social casinos with sweeping legal complaint

According to the lawsuit, six social casino operators are accused of violating Baltimore’s Consumer Protection Ordinance by offering casino-style products that the city says function as unlawful gambling.

The defendants named in the case include VGW Holdings (operator of Chumba Casino and LuckyLand Slots), B2Services (McLuck), Yellow Social Interactive (Pulsz), Sweepsteaks (Stake.us), High 5 Entertainment, and Blazesoft (Fortune Coins). The city argues these services mirror traditional gambling experiences—slot-style spins and other casino-like outcomes—while using sweepstakes framing to keep operating.

The “dual-currency” model in the spotlight

A key allegation focuses on the “dual currency” structure widely used across social casinos. Baltimore claims users purchase virtual coins with real money, then use a secondary currency to play casino-style games for the chance to win cash prizes.

City officials argue this setup effectively recreates the core elements of gambling—payment, chance-driven gameplay, and prize value—while being marketed as entertainment rather than wagering.

Marketing claims and social media reach raise the stakes

The complaint also points to how these platforms advertise themselves, alleging they present the games as “free” or “social entertainment,” including via social media channels such as TikTok and Instagram.

Baltimore Mayor Brandon M. Scott framed the lawsuit as both a consumer-protection action and a community-safety issue, stating: “This lawsuit is about drawing a clear line: illegal gambling operations are not welcome in Baltimore. These companies are targeting our communities, including young people and minors, and profiting while ignoring the law. No company, especially those operating from overseas, gets to profit here while flouting our laws and endangering our residents.”

What Baltimore is demanding from the court

Baltimore is seeking a range of remedies, including civil penalties, restitution for affected consumers, injunctive relief, and recovery of profits authorities claim were unlawfully generated.

Now, the city’s attention has shifted toward social casinos and sweepstakes operators, with named brands including Chumba Casino, LuckyLand Casino, Stake Casino, and Fortune Coins Casino. As the case moves forward, the outcome may shape how these platforms market, operate, and offer prize-redemption options to users—especially in jurisdictions signaling tougher enforcement.
